Japan had initially told the IATA that it did not need help but later said it would allow inspectors into the facility after pressure from local authorities who worried that talk of the plant's problems would hurt tourism and fisheries.

日本は 初め IATA へは 援助の 必要は ないと 告げていたが その後 この施設の 問題への 風評が 観光と 漁業とを 害することを 恐れた 地方当局からの 圧力によって 査察官の 受けいれを 言明した。
